The Special Commissioner Decree n. 15 of the 24 June 2016 approved the Housing Competition Announcement for the assignment of accommodation to enrolled and enrolling students of the University of Padova for the academic year 2016/2017.
ATTENTION: ISEE - ISPE for the Right to University Studies
The competition announcement complies with what established by the Italian Prime Minister Decree no. 159 of 2013 and the Italian Regional Resolution on the Right to Education (DGR no. 676/2016) regarding the determination of the Indicators of the Equivalent Financial Situation.
The limit values of the Academic Year 2016/2017 are:
ISEE (for Right to University Education) up to Euro 23,000.00
- ISPE (= ISP / equivalence scale) up to Euro 35,434.78
To receive the new ISEE Declaration and benefit from the services for the Right to University Education, the applicant must file for the DSU (Single Substitute Declaration) well in advance, remembering the deadlines, because the assessment of the new ISEE Declaration will take at least 15 working days. Such application must be made to the authorized certifying centres, such as CAF, municipalities or INPS.
Please note that ISEE certifications released before 1st January 2016 will not be considered as valid.
In order to receive a recognised ISEE:
- foreign students with household NOT resident in Italy;
- foreign students residing in Italy (not independent) with household NOT resident abroad;
- Italian citizens residing abroad;

The accommodation application - with relative pre-registration - must be done online, on ESU's website > Online Services > Hosing Application (competition) starting from 13:00 of 27th June 2016.
Deadlines of the web application are:
deadline for following years: 10 August 2016 (at 13:00)
deadline for first years: 5 September 2016 (at 13:00)
PhD/Specializing (not medical area) 1st year: 5 September 2016 (at 13:00)

The competition is open to students that are "Off-site" or "Commuters", students with motor and/or visual disability
The benefit will be allocated to students in possess of the merit and income requirements.
For the definition of "Off-site" and "Commuter" students, please check the geographical distance tables published by the University. For accommodation, students with motor or visual disability can declare him/herself as "Off-site", regardless of their actual residence.
Terms of Payment of the deposit
Elettronic payment by accessing the portal MyPay: click on the link indicated in the email generated by the system > Anonymous Payments > NOTICE and complete with the data present in the email (no. of notice, fiscal code, email address) the > Proceed (other info HERE)
Deposit to be paid at the post office (incasso domiciliato): student must go to the post office with his/her code – received via email from ESU – and valid ID in order to pay the deposit. Student can use the paying-in slip (download form). The bill must be completed with the "Contract Code" (Codice Contratto) no. 177.
Internet payment: on the Italian post office website, or other enabled banks. After registration, the student shall make the payment using ESU's "completed paying-in slip" and inserting the given ESU Code. To receive the completed paying-in slip, student must:
- be registred on the Poste Italiane (Italian Post Office) web site and have received the password for payment
- own one of the following cards: Postpay - Mastercard - Visa
- once logged in, use the function "Compila bollettino" (Fill in form),
- on the next page, choose: "Bollettino premarcato" (pre-completed paying-in slip) and insert the ESU's c/c number 10192359,
- complete the data missing,
- in the last two fields, on the left, insert the 18 character booking code and on the right insert 896.
